Rosa is a native Latina, originally from La Republica Dominicana. The granddaughter of farmers who harvested primarily sugar cane, coffee, rice, and other crops; in addition to dairy farming in a very small agriculture town named San Antonio de Guerra out of Santo Domingo, Dominican Republic.
Rosa earned a Bachelors’ Degree in Management and a Master’s Degree in Business Administration. In addition, she holds numerous certifications and credentials to include: National Farmworker Job Program Workforce Professional, Goal Wizard Leadership Development, Medical Interpreter, and is also certified as a Master Trainer through ATD.
She began her tenure by dedicating two years of her life as an AmeriCorps member Serving American's Farmworkers Everywhere (SAFE) Program. She has worked in workforce development for over 24 years assisting low-income families, migrant and seasonal farmworkers, youth, and adults. Holding various workforce development positions, she has served as a Case Manager/Career Advisor, Housing Counselor, Regional Manager, and Deputy Director of Workforce and Career Services in Maryland and Delaware. In addition, prior to joining NEFOC-LT, she was working as a Corporate Program Monitoring Coordinator for 9 states. As an Afro-Latina, her passion for serving others she hopes to continue doing through the amazing work at NEFOC-LT.
Rosa is married with three grown children, four beautiful grandchildren, and 3 adorable Shihpoo puppies named Mono, Moka, and Mambo. She loves camping, dancing, traveling, watching Christmas and romantic movies. She is a lifelong learner and loves to have fun.
